The Verdict

On August 14, 2024, the Tokyo District Court sentenced Hiroshi Kuroda (47), a ring leader charged with violating the Anti-Prostitution Act (baishun boshi-ho) (organized/managed prostitution), violating the Act on Punishment of Activities Relating to Child Prostitution and Child Pornography, and human trafficking, to 10 years' imprisonment and a fine of 5 million yen.

The presiding judge sternly declared: "The defendant exploited the victims' economic hardship and psychological vulnerability, created a situation from which they could not escape, and sexually exploited them. His conduct toward the underage victims in particular was extremely vicious. He destroyed the victims' lives to their foundations."

Overview of the Case

Over roughly two years from 2021 to 2023, the defendant systematically controlled 12 women from their late teens to early twenties. Of these, four were under 18 when they entered the operation. Many of the victims were recipients of public assistance or young people with family problems, and the defendant deliberately exploited such vulnerabilities.

Impact of the Verdict

Ten years' imprisonment is an unusually heavy sentence for a violation of the Anti-Prostitution Act on its own; the combined application of the human-trafficking offense pushed the sentence higher. A support organization praised the ruling, saying it "hopes this verdict will set a precedent demonstrating the judiciary's strict stance toward sexual exploitation."
