Overview of the Verdict
On February 12, 2026, the Tokyo District Court sentenced Yoshinori Sato (52), the ringleader of a human-trafficking organization spanning Japan and abroad, to 12 years in prison and ordered a supplementary collection of 420 million yen, on combined charges of the crime of human trafficking, violation of the Anti-Prostitution Act (organized/managed prostitution), and violation of the Act on Punishment of Organized Crime (receipt of criminal proceeds).
The presiding judge declared, "The defendant treated the victims as 'objects' and continued to exploit them for economic gain. The methods were extremely systematic and premeditated, and they fundamentally trampled on the dignity of the victims. He must be subjected to a severe penalty."
The Scale of the Harm
The victims with whom the organization was involved number more than 50, in and outside Japan combined, between 2018 and 2024. Of these, six were minors at the time they entered the country. In addition to within Japan, the defendant had sale and supply routes in Southeast Asia and East Asia, and organized human trafficking was carried out across borders.
The Scale of the Supplementary Collection
The supplementary collection of 420 million yen is the largest of its kind ever for a human-trafficking case in Japan. By thoroughly stripping away the criminal proceeds, the verdict also intends to deal an economic blow to the organization.
