On July 16, 2025, the Tokyo Metropolitan Assembly passed a bill revising the "Tokyo Metropolitan Ordinance on the Regulation of Adult-Entertainment Special Businesses." The main revisions are as follows.

Regulation of online customer acquisition - Bans advertising and customer acquisition on the internet and social media by adult-entertainment special businesses operating without notification - Bans even registered operators from advertising services that differ from the contents of their notification - Grants the governor the authority to issue business-suspension orders against violators

Review of protected zones - Distance restrictions from schools, children's parks, and the like will also apply to operators that conduct customer acquisition or dispatch online

Strengthened on-site inspection authority - Establishes a legal basis allowing metropolitan officials to conduct on-site inspections of business premises
