Establishment of a Third-Party Review Body

On October 15, 2025, the "National Council of Sound Adult-Entertainment Operators" (tentative name), a coalition of associations in the adult-entertainment industry, announced the establishment of a third-party review body, the "Adult-Entertainment Industry Compliance Review Organization," to prevent organized-crime groups and quasi-organized-crime groups from entering the industry.

How the Review Body Works

The review body will handle the following tasks. - Antisocial-forces checks on operators, officers, and major shareholders of outlets seeking new membership - Periodic reviews of existing member outlets (once a year) - Investigation of outlets suspected of ties to antisocial forces, and procedures to revoke certification - Provision of information on problem cases to the police

Certified outlets will be granted a "compliance certification mark," which they will be permitted to display on websites and promotional materials. The aim is for the certification mark to function as "proof of trustworthiness" both inside and outside the industry.

The Significance of Industry Self-Regulation

A police official praised the move, saying, "It is welcome that the industry itself is taking the lead in working to exclude antisocial forces. We would like to deepen cooperation with the administration and the police even further." However, some point out that "there are limits to self-regulation alone. A dual-check system combined with administrative review would be ideal."
