Nagoya Sweeps Illegal Delivery-Health Operators: 18 Shops Searched, Including Ordinance Violations

Overview of the Coordinated Crackdown

On July 19, 2023, the Public Safety Division of Aichi Prefectural Police carried out a coordinated search of 18 illegal delivery-health (deriheru) businesses in and around Nagoya as part of a "summer concentrated crackdown on sex-industry crime." As a result of the searches, 14 operators and others were arrested or referred to prosecutors for violations of the Businesses Affecting Public Morals Regulation Act (fuei-ho) (unregistered operation, operation outside permitted conditions) and of the Aichi Prefecture Ordinance on the Regulation of Businesses Affecting Public Morals and the Proper Operation Thereof.

The Nature of the Violations

Of the 18 violations, 8 involved unregistered or unlicensed operation, 5 involved late-night operating violations, 2 involved the employment of persons under 18, and 3 involved other ordinance violations. Cases involving the employment of minors at shops with large numbers of young women, in particular, are to be handled strictly as compound offenses together with violations of the Child Welfare Act.

The Sex Industry in the Chukyo Region

The Sakae and Nishiki areas of Nagoya form the largest entertainment district in the Chukyo region, with a heavy concentration of sex-industry establishments such as delivery-health services. Aichi Prefectural Police indicated that "by continuing regular coordinated crackdowns, we aim to deter the entry of illegal operators."
